port section of Bradford Chamber of Trade passed a resolution expressing the view that the Proposed Central Board on wages should be composed exclusively of representatives of Area Boards, with the exception of the chairman and two other independent members. The resolution suggested the setting up of the Area Boards first, and recommended that on the Central Board each Area Board should be represented by two employers' representatives and two employees' delegates.

During the discussion, opposition was voiced to any procedure whereby the old National Board would be . incorporated in the new Central Board, with the addition of area representatives.
That some concern is felt as to the procedure to be adopted in putting into force any regulation resulting from the machinery suggested by the Baillie Committee was evident at the meeting. Misgivings were voiced as to dictatorial powers which may be given to the Minister of Transport to make an Order governing wages and conditions. It was hinted that the giving of such authority may be opposed.
