Which of the following most accurately describes the problem?

• The German government has formally announced the start date of its national distance-based charging system for HGVs. In an official notice to the European Union, German transport minister Manfred Stolp set 31 August as the date on which the 'LBW Maut' system would begin operations. On the same day, the paper-based EurovIgnette will end.

Based on GPS (Global PosttlonIng System) and Global Communications for Mobile Technologies, the German system will be operated by Toll Collect ETC, a consortium of DaimlerChrysler, Deutsche Telekom and the French tolling operator, Cofiroute.

Originally scheduled to begin on 1 January 2003, the project was delayed by legal challenges.

Drivers will be given the choice of paying for the use of roads at retail outlets within Germany or obtaining and fitting an in-vehicle unit. Enforcement will be through a fleet of vehicles fitted with infrared DSRC (Dedicated Short Range Communications) systems which will interrogate on-board devices. The contract for supplying enforcement equipment has been awarded to an Austrian company.

Using infrared DSRC, as opposed to microwave DSRC, puts Germany at odds with existing European electronic tolling systems (CM5-11 Dec).
