Which of the following most accurately describes the problem?

the transport press recently about operators complaining they are failing their annual inspection (CM 21-27 Nov). I would like to point out that I do not have a 100% pass rate, but each failure has been the correct one.

if it's wrong, it's wrong, There is no point blaming the examiners, who are only following instructions that are available to all.

I have found my local station in Poole, which does about 50 MoT tests a year for me, to be fair and just. But when it's wrong, that's fine-it's no good operators moaning, I have seen the condition of some vehicles that are being presented, and quite honestly I would have refused to even carry out a test, on the grounds that they are not presented in a clean condition, which is necessary to ensure that the test can be done properly.
