Which of the following most accurately describes the problem?

FIurther to your article about agricultural tractors and trailers running for hire and reward (CM 5-11 December). The tippermen of South Cumbria are surrounded with the above, and it is obvious that these operators are not farmers.

In our area we have 13 plant hire firms running for hire and reward and they are blatantly running against hauliers on rebated fuel seven days a week. After all the hassle hauliers have to put up with it seems as if you might as well get a Fastrac, do 50mph and no one can touch you for brakes, lyres, weight or hours. Is this the answer?
