Which of the following most accurately describes the problem?

FIFTY-SEVEN hauliers were fined a total of £4,145 under the 1972 Road Traffic Act for having overloaded vehicles in 1980-81, according to the latest report of Merseyside County Trading Standards Department.

A further 60 hauliers were fined a total of £3,430 for having overloaded axles.

Fifty-four out of a total of 660 bulk loads carried by heavy goods vehicles to be examined or tested in 1980-81 were found to be deficient.

Under the 1963 Weights and Measures Act, one haulier was fined £100 for selling top-soil of less weight than that stated in an associated document.

In his report A. R. Smith, Merseyside county trading standards officer, said that in some cases brought before the courts, vehicles had been found to exceed their permitted gross weights by over 50 per cent.

He added: "Although the Measuring Equipment (Liquid Fuel Delivered from Road Tankers) Regulations 1979 came into effect on July 1,1980, the impact of these regulations will not be felt until at least 1982-83, since a transitional period of four years has been allowed for operators to have their measuring equipment verified.

"The department has purchased the required testing equipment and will be able, once the equipment has been verified, to meet local requirements."
