Which of the following most accurately describes the problem?

PLANS by Yeowart's Coaches to extend operations on its Whitehaven Town service have been delayed by the impending High Court appeal by Cumbria County Council against former Transport Secretary Norman Fowler's decision authorising Yeowart's licence (CM October 31).

Yeowart's has lodged an application with the Northern Traffic Commissioners to operate additional journeys on Fridays and to introduce Sunday timing with a route variation to include the West Cumbria hospital. The applications are opposed by Cumbria County Council, Cumberland Motor Services Ltd, and Copeland Borough Council.

They were due_ to be considered at a Cockermouth public sitting on January 5 and 6 but the Traffic Commissioners decided to postpone the hearing pending the result of the High Court appeal.
