Norris puzzle
Applicant taken by surprise
• A new company's application for a new
B licence for two tippers conditioned. "building and road-making materials within 25 miles of King's Cross" was adjourned by the Metropolitan deputy LA on Friday at the request of the applicant's solicitor, Mr. E. J. Cannon. He requested the adjournment because, he said, -the events of the past five minutes have taken me completely by surprise".
Mr. C. Henry. a director of the applicant company, Henry and Co. (Transport) Ltd., said the company was formed in July last with a limited capital of £100 to carry on the business of general transport.
Mr. W. M. Levitt, the deputy LA, asked why another company had been formed when Henry and Co. (Groundworks) Ltd. already had licensed vehicles.
Mr. Henry said he had met someone who wished to invest some capital. He would not allow him to invest it in Henry (Groundworks) as this was an old-established firm, but agreed to the formation of Henry (Transport). This, he said, could handle a lot of work that at present was being sub-contracted to other hauliers. He agreed to undertake not to apply to transfer the licences held by Henry (Groundworks) to the transport business.
A document—showing the amount spent by Henry (Groundworks) on subcontracting—was not accepted by the deputy LA as evidence because it was not certified by an accountant.
Mr. Levitt said he could not accept uncertified figures because -this is an application which has come through Mr. Paul Clark, the transport consultant, and I have said before that anything coming from Paul Clark must be very carefully scrutinized.
"How did you get in touch with Mr. Paw Clark?" asked Mr. Levitt.
Mr. Henry said he did not know but thought that Mr. Smith, another director, would probably know. "Have you ever seen Mr. Paul Clark?" asked the deputy LA.
"Once or twice in the office," Mr. Henry replied.
"Have you ever met Mr. David Bush?"
Mr. Henry said he had not. When Mr. Levitt said that Mr. Bush was sitting in the court room with other representatives of Henry (Transport) who were present, Mr. Henry, apparently puzzled, said he did not understand.
"You probably know him by the name of Norris," said Mr. Levitt.
-Mr. Bush has been a licensing clerk in this office and he has sailed under various names. Now he is using the name Norris."
It was at this point that Mr. Cannon requested the adjournment.
