Which of the following most accurately describes the problem?

motorway protest

• The Transport and General Workers Union is to join in the protest against the Greater London Council's motorways plans. Union chiefs, who have already outlined their objections to the Minister of Transport, will give evidence at the forthcoming inquiry into the council's controversial proposals.

The TGWU sponsored MPs are also to be asked to fight against the plan. The Union fears that public transport will be the hardest hit, and argues strongly that greater priority ought to be given to buses, with the provision of more bus-only lanes.

Mr. Mulkey has been told that the proposals represent a "complete surrender to the private car". The Union claims that more congestion will be added to London's already congested roads, bringing the buses to a standstill.

Mr. Larry Smith, TGWU national bus officer, said that a small percentage of the total being spent on the plan could, if spent wisely, provide London with a really efficient transport system. Union leaders favour keeping all private cars out of Central London —an area of five miles around Charing Cross.
