Which of the following most accurately describes the problem?

• Mrs. Barbara Castle, Minister for Employment and Productivity, laid an order before Parliament on Monday under the Industrial Training Act 1964 amending the schedule of activities within the scope of the Road Transport Industry Training Board.

The order, which came into operation on Wednesday (January 7) re-defines the activities of the Board to include: (a) The manufacture or fitting out of vehicle bodies except where the employer is a motor vehicle manufacturer or where the vehicle bodies are manufactured or fitted out to the order of a motor vehicle manufacturer; (b) The repair, painting or paint spraying of vehicle bodies.

Excluded from the scope of the Board are Post Office activities and the manufacture, fitting out or repair of trailer caravans, static holiday caravans and mobile homes.

There are now about 850,000 workers within the scope of the Training Board.
