Which of the following most accurately describes the problem?

• The last seven miles of the northern extension of M5, which forms part of the Midland Links Motorways and joins M5 to M6, will be opened to traffic in May.This is the section between Oldbury and Bescot in Staffordshire.

The remaining 10 miles of motorway in Worcestershire and Staffordshire are being built as three separate contracts—Quinton to Oldbury (Contract A); Oldbury to West Bromwich (Contract B); and West Bromwich to Ray Hall (Contract C). Completion of Contract A is due in March, Contract B in May and Contract C at the end of January.

Contract A will be opened to traffic as soon as completed but Contract C will remain closed until Contract B is completed in May because of the traffic problems that would arise in the residential areas of Smethwick and Oldbury if the Ray Hall to West Bromwich section was opened earlier.
