Which of the following most accurately describes the problem?

SECURICOR plans a massive investment in new vehicles and property to expand its door-to-door parcels delivery service.

The 2,000 vehicle fleet of Securicor's Freight and Parcel Division will be augmented by 246 vehicles and 28 trailers costing over £1.75m.

In addition, 27 depots will be opened throughout England, Scotland and Wales, each of them equipped with what the company describes as a "unique" sorting and routing system.

Schedules and security will be maintained by the use of a two-way radio system backed up by the company's 140 transmitters. These help give drivers advance warning of hazards and allow them to make last-minute diversions to collect urgent parcels.

The new vehicles will be 14 Seddon Atkinson 400 tractive units, 28 Tasker semi-trailers with Boalloy curtain sides, nine Ford D1618 16-ton rigid curtain siders, 140 D0710 box vans, 50 Volkswagen LT35 3.5 tonners, and 33 smaller vehicles.
