Which of the following most accurately describes the problem?

A NEW inter-European agreement on r-k the transporting of easily perishable foodstuffs has been presented for ratification by the Inland Transport Committee of the Economic Commission for Europe, a Geneva-based branch of the United Nations.

The agreement is said to aim at improving the standard of such foodstuffs, as well as obviating the introduction of differing sets of conditions in various countries such as would hinder inter national transport facilities. Covering transport by road and rail, it incorporates conditions for the transport of milk, butter, game, poultry, refrigerated, deepfrozen and other foodstuffs.

Temperatures at which the foodstuffs must be carried are given, and regulations cover the type and form of vehicles andl or containers which may be used. The agreement has already been ratified by Switzerland and Bulgaria, while France, Italy, Poland, Federal Germany and Yugoslavia have indicated they will sign in the near future. The agreement will come into force when it .has been signed and ratified by at least five countries.
