Which of the following most accurately describes the problem?

A PPLICATIONS by Securicor 1--1 (Southern), Ltd., have been granted by the Metropolitan Licensing Authority, Mr. D. I. R. Muir, for B licences to operate four armoured vans within 25 miles of Slough, two within 25 miles of St. Albans and four within Surrey -and Sussex, operating fromCrawley. The hearing lasted five days.

Commenting on all three applications, Mr. Muir said that the two main difficulties facing applicants for armoured vehicles were that customer requirements could be met satisfactorily without using vehicles constructed or, adapted for the carriage of goods. The second difficulty, which applied to Securicor, was that

evidence of need was based on business built up by the carriage of cash in nonload-carrying vehicles.

He proposed to accept evidence given by those who were already customers of the applicants as prima facie evidence of need for armoured vehicles and proposed to ,confine himself to the question of quantum. All would agree that in this class of business customer preference was of " more than ordinary importance."

-After dealing separately with each application on its merits, Mr. Muir said he proposed to grant them fully, basing his grants on the requirements for the movement of cash at peak hours on peak days, using armoured vehicles.
