LEARNER drivers who have held more than seven provisional licences without taking a recent driving test may be refused a further provisional licence after April 1 next.

The Minister of Transport has decided to make the necessary order bringing into operation on that date Section 102(4) of

the Road Traffic Act, 1960, which imposes a restriction on the number of provisional licences a learner can hold without attempting to pass the test. The new rule will be applied at present only to applicants who have held more than seven provisional licences and have not applied for a driving test.
