Which of the following most accurately describes the problem?

BROAD agreement was reached between British Road Services and the trade unions last week on the introduction of a productivity bonus scheme for their engineering grades. The unions concerned were the A.E.U., the T.G.W.U., the E.T.U. and N.U.V.B.

The intended effect of the bonus scheme is to increase the hourly tempo of work with an expected saving of one hour per day per employee, or alternatively five hours per five-day week. Despite this reduction from an average working week of 52/53 hours to 47/48 hours the men's earnings will remain the same. It is not expected, however, that B.R.S. will at this stage derive any direct benefit although they expect to break even overall on the amount of engineering wages paid relative to work done.
