Which of the following most accurately describes the problem?

I"...

is by exploiting their drivers, usually by encouraging them to drive excessive hours.

I have always believed in free enterprise, but some RHA members appear to have taken the phrase almost literally.

It is a widely held belief that it is the small operator who is responsible for low standards in the industry, but it is my experience that it is the big firms who are the real cowboys, and few of their operations would stand up to close scrutiny.

As the RHA have made no real stand against these operators, this can only be seen as tacit support for the cowboy tactics.

It is said there is honour among thieves, but I doubt if even this dubious compliment can be paid to a large number of RHA members, and bearing in mind the fact that subscribing to an organisation normally indicates support for its operations, it is not surprising that so many hauliers are voting with their feet and not renewing their membership.
