AWe think what you have in mind is the

change that has been made regarding the definition of "goods vehicle" in the new Motor Vehicles (Construction and Use) Regulations 1966. No. 1288 which came into operation on December 1 and which are obtainable from HMSO, price 6s.

In the previous 1963 regulations a goods vehicle was defined as a vehicle constructed or adapted for use for the conveyance of goods or burden of any description.

But in the Road Traffic Act 1960, section 191, a goods vehicle is defined as a motor vehicle constructed or adapted for use for the carriage of goods, or a trailer so constructed or adapted.

Now in the 1966 Regulations the first definition has now been replaced so that it has the same meaning as that in section 191 of the Road Traffic Act.
