intelligible2to road transport operators, said Mr. Stephen Swingler, joint Parliamentary Secretary to the Ministry of Transport, on Wednesday. "I don't wonder many operators do not observe the regulations; they can't understand them and nor can I."

Mr. Swingler was replying to Mr. Frank Woodward during the discussion session following a talk on transport policy given to the TRTA Eastern Area (Metropolitan Section). The Ministry, said Mr. Swingler, was aiming at much better enforcement of a greatly simplified licensing system.

The regulations applicable particularly to vehicles of under 2 tons unladen weight were being studied. "We think it desirable that police and vehicle examiners should have much clearer objectives", he said, and he hinted that operators could anticipate a helpful announcement soon.

Asked by Mr. T. A. Jenkinson why there were virtually no prosecutions of the many unlicensed operators, Mr. Swingler said many more police and traffic examiners were required. The Ministry recognized that most operators maintained vehicles adequately and observed licensing regulations but the numerically large minority who flouted the law presented a serious problem.
