Which of the following most accurately describes the problem?

CLA1MS on behalf of 100,000 employees of provincial bus companies for more pay and improved working conditions were rejected by the employers' side at a meeting of the National Council for the Omnibus Industry in London on Monday. Similar claims on behalf of employees of municipal passenger transport undertakings were submitted on Wednesday.

The claims, which were initiated to bring provincial employment into line with London Transport agreements, were made on behalf of uniformed staff and skilled maintenance workers.

Among the demands presented to the Council was one for a 7-hour day in the 42-hour week at agreed rates. In most cases, present arrangements are for a 6-hr. 40-min.-clay on five days, with the difference made up with a longer day's work at the week-end. In addition, a claim was made for reorganization of split-shift working, so that no break should exceed one hour of unpaid time.

Penalty payments for starting before 6 a.m, and finishing later than 10 p.m. were also asked for. (This is a demand that has already been met by London Transport.) The union side further demanded rates of time and a half for all Saturday working and an additional holiday of three days for workers with more than 10 years' service.

Similar claims were put forward for the municipal workers.
