Which of the following most accurately describes the problem?

ASHARP exchange occurred between the Western Licensing Authority and .Mr. G. McMurtrie, representing five objectors, on Monday. D. D. G. Ford, Ltd., Shaftesbury, sought an A licence for two vehicles to carry building materials and feeding stuffs. One of Mr. McMtirtrie's clients produced figures, about which the Authority remarked:—

"These figures quite clearly indicate a concentrated use of your vehicles, and they indicate vehicle availability of only I per cent. The Appeal Tribunal, in the Gore appeal, did not regard 12 per cent. as being a useful figure. Why do you put such figures as these before me? They are not a bit of good and I think it is a waste of time to do so."

Mr. Mcarfurtrie: "I think you should remember. sir, we are statutory objectors and my clients have a perfect right to object. When they do object and do not produce figures, they are criticized: when they .give evidence and prAcluce ligures,• they are told it is a waste of time."

"When a man cries ' wolf ' every day," returned the Authority, "no one takes any notice of it." . The application was granted.
