The Road Haulage Executive has informed the Road Haulage Association that where the Executive is satisfied that the hardship warrants, an ordinary permit will be issued and the applicant will be in the same position as if he had been granted an original permit.

This matter was first taken up in accordance with a unanimous resolution, passed by the R.H.A. National Council in June, requesting the R.H.E. to grant the full rights of protection under Sections 53-55 of the Transport Act, in instances where businesses had been converted into limited-liability conipanies or partnerships had been varied. • It is understood that some operators who have applied for original permits are now receiving replies in the followin form:—

The Road Haulage Executive have considered the application made by you unzler the Goods Vehicle (Permits) Regulations, 1949, and regret that, as the circumstances of your case do not satisfy the conditions of Section 53 of The Act, they are precluded by provisions of that Section from granting you an original permit.

"The Executive realize, however, that your case is one in which the provisions of the Act operate with severity, and they are desirous of alleviating any resultant hardship. They are accordingly prepared to consider sympathetically, any application for an ordinary permit that you may submit, with a view to granting you. if this be found practicable. an ordinary permit carrying with it rights equivalent in effect to those of an original permit."
