Which of the following most accurately describes the problem?

The Road Haulage Association is refusing to accept defeat in the fight with government to compensate livestock hauliers for the crippling financial consequences of the foot and mouth epidemic. However, one prominent livestock haulier who has recorded losses of over £500,000 since h the outbreak, has given up hope of ever seeing the money repaid. Responding to the government's decision to give 37 farm ers compensation pay-outs of over Dm, Bob Russett, national chairman of the RHA, says that livestock hauliers' claims for compensation are "not being taken seriously".

And RHA's Roger Wrapson says the association will continue to "ring the right ministerial bells" over the issue by writing to and meeting Environment Minister Michael Meacher and Secretary of State Margaret Beckett.

However Shaun Gilder of Cheltenhambased Gliders Transport says the effort will be wasted. ''We have lost £100,000 a month. The government believes that livestock hauliers can easily find other work. What other work can we do with our specialist equipment?"
