Which of the following most accurately describes the problem?

• Unless all persons have a defence, the payment will be due from the individuals who have no defence, although only one payment is required.

If, for example, the claim is made by the Immigration Service for fio,000 to the operator, it could be paid by either the driver or the trailer hire company.
