Which of the following most accurately describes the problem?

• Caerphillybased Casten Coaches was said to have been "within a whisker" of losing its sixvehicle licence, when South Wales Traffic Commissioner John Mervyn Pugh cut the licence duration so that it now expires at the end of September.

The previous week Mervyn Pugh had suspended the licence until the firm was able to produce certificates showing that its vehicles were roadworthy (CM 2-8 August). That is was able to do within 24 hours to most of its coaches.

Mervyn Pugh said it seemed that organisation had been slack. He wanted CasteII to send its fitter on a DTp vehicle inspector's course. He required to be notified should the fitter be changed and should an agreement with the VIA for quarterly quality control checks be cancelled.
