Which of the following most accurately describes the problem?

• Maintenance problems with hired vehicles brought Nicholas

Ward, trading as Wards Transport Management, of Chester, before North Western LA Martin Albu, at a Manchester public inquiry. Ward had applied to renew his national licence for 18 vehicles and 14 trailers.

Vehicle examiner Roger Byrone said that in March he inspected six vehicles, issuing one immediate and four delayed prohibitions. No maintenance staff were employed. There were no maintenance records, as they were kept by Ryder Truck Rental from whom the vehicles were hired.

Nicholas Ward said he now used Salford Van Hire and each vehicle arrived with an inspection sheet for him to check and sign.

Albu renewed the licence in respect of seven vehicles and five trailers.
