Which of the following most accurately describes the problem?

LONDON'S 23,000 busmen are to receive their biggest pay rise, giving average increases of £10 per week, under an agreement which it is hoped will help to overcome serious staff shortages.

The bus crews will get basic increases of around £4 from next weekend, making new minimum rates of £33.35 for conductors, £36.50 for drivers and £41.50 for one-man operators. The bulk of the increase will come in November when they will receive unsocial hours payments averaging £4 per week and improved rest-day and overtime rates which will make the whole package worth £10.

The offer was accepted by a meeting of delegates from the 67 London Transport garages last week. Other topics under discussion at the meeting were the busmens' application to LT for a new London allowance and the consolidation of threshold payments into basic rates, which would boost overtime and fringe payments.

The £16m settlement by bus crews will enable LT to employ men between 65 and 70 part time.
