Which of the following most accurately describes the problem?

BUS FARE increases were last week granted to the municipal undertakings of Edinburgh and Dundee. Mr Richard Bottrill, Edinburgh's general manager, told the Traffic Commissioners for the Scottish area that, although this was the city's second application this year, without the increases the undertaking wouldmake a loss of about £1.8m in 1974. Even with the fare rises — the b gest ever in the city — thc would only be a "break-eve situation.

In the Dundee applicati the general manager the Mr Bill Russell, told the Co missioners that 94 per cen the undertaking's servi( were unremunerative. 1 increases would bring £403,510 in the currl financial year.
