Which of the following most accurately describes the problem?

• The Yorkshire Area Traffic Commissioners, in a reserved decision announced on July 25, have rejected an application by West Yorkshire Road Car Company to increase bus fares, on their stage carriage services. The application was heard in Leeds a week previously and was opposed by 17 local authorities.

The Commissioners say they have taken into account the Prices and Incomes policy in reaching their decision, and were not convinced that an increase was needed to enable the company to achieve the level of profit it was seeking, and regarded the application as marginal and premature at the present time.

Fares charged by the company are appreciably higher than those charged by other companies in the area, say the Commissioners.
