Which of the following most accurately describes the problem?

• United Carriers Ltd. was granted a new A-licence by the Northern LA, Mr. J. A. T. Hanlon, in Durham last week for 11 vehicles to operate from its new base at Dragonsville Trading Estate, Durham. All vehicles will operate under a normal user: "General goods; Lancashire, Yorkshire, Cheshire, Midlands. North East, London and surrounding counties, Scotland".

Eight of the vehicles were previously licensed in the North Western Traffic Area with the same conditions and of similar unladen weight. Mr. Hanlon said he was satisfied that the vehicles had been fully

utilized when used in that area. The other three vehicles have been taken over from J. E. Metcalfe and Sons Ltd.. and United Carriers was applying for another A-licence under Sec. 173(1Xc). However, Mr. Hanlon felt the "furniture and household effects" itemized on Metcalfe's licence were unnecessary for the new licence and so combined the vehicles under one, which will expire on December 31 1970 when the Metcalfe licence would have terminated.

Under Sec. 180, the licence will apply to United's 13 subsidiary companies as well.
