Which of the following most accurately describes the problem?

• When, last May, the German Government submitted to the EEC draft regulations for new lorry standards, some concern was felt by other member states over the proposal to increase minimum engine power from 6 to 8 hp per ton. The German authorities have now said that for the present there is no problem since lorries from other member states are not • obliged, under a 1926 international Convention, to observe these standards. However, when the new Convention. now being studied, has been signed the national rules would become applicable.

The Commission thinks that in future any measures that Germany might apply to vehicles from other member states should be subject to previous study at Community level.
