iuthern Vectis were virtually the sole iders of stage services in the Island, the Minister; a number of them were unprofitable and had to be supported by the company's better-paying activities.

Against these two major considerations, Seaview Services could put forward only their past association with the holiday camp proprietors and the latter's invitation for them to provide a service, said the Minister. These were not matters which could override the statutory criteria laid down in the Road Traffic Act, he said, and the grant should clearly be made to Southern Vectis. The group of excursions and tours were based on the Woodside Camp and would no doubt be patronised in the main by visitors staying there, said the Minister, who shared the view of his inspector that neither operator could claim a prior right to this new traffic. Southern Vectis, given the grant of the express licence, could not reasonably plead further the cause of its uneconomic stage services. On the other hand, the programme of excursions could be looked on as part of the facilities offered to visitors by the camp and some credit should be given to the appellants in that they were asked by the proprietors to provide this programme. The Minister considered that Seaview Services should be given a share in this traffic and granted a licence in similar terms to that granted to Southern Vectis, the Order providing such conditions as would allow as near equal participation as was practicable by each operator.
