Which of the following most accurately describes the problem?

UNDER a proposed new scheme to redevelop Covent Garden Market, up to 1,700 lorries can be accommodated simultaneously in the market building. It would provide for an additional 24miles of three-lane road in a building occupying 200,000 sq. ft. Each stand would have its own loading bay, and general trading would be separated from loading and transport activities. There would be parking space on the roof for 680 cars after the main market hours.

The scheme, which would cost between £3.5m. and £4m., has been prepared'by Mr. Edgar Hoenig, a chartered architect, and the plan was published last week by his engineering consultant, Mr. Walter C. Andrews.

The Minister of Transport, his technical advisers, and the police are stated to be impressed by the scheme. London County Council have suggested that a Formal application should be made for permission in outline to test reaction and allow consultations to take place with interested Ministries.
