Which of the following most accurately describes the problem?

• Belfast-based Dragon Shipping succeeded in getting its South Wales licence renewed for the full five years, when it appeared before South Wales Licensing Authority John

Mervyn Pugh at a Cardiff public inquiry.

The company holds a licence for 10 vehicles and 25 trailers based at Swansea. The LA prematurely terminated the licence in January 1991 so that it expired at the end of December,

following a prohibition on a trailer indicating neglect (CM 24-30 January 1991).

Managing director Margaret Llewellyn said the vehicles were leased and the maintenance was being undertaken by a main Volvo agent. There had been problems with trailers being damaged at the docks. As Dragon had many more trailers than vehicles, trailers were often not used for one or two weeks.

Mervyn Pugh said that although there had been a prohibition notice issued to a trailer, it was not as serious as it looked.

However, he would like to see the period between inspections reduced from six to four weeks, he said.
