Which of the following most accurately describes the problem?

AN EXTRA £3.8 million has been granted to the Road Transport Industry Training Board to further the recruitment and training of apprentices by the Manpower Services Commission.

Details of a scheme designed to encourage the road transport Industry to recruit up to 4,000 extra apprentices this year were disclosed after a meeting of the Board's training policy committee on Monday.

The plan also includes measures for the retention of over 2,000 apprentices recruited under the special arrangement introduced last year.

A sum of £900 will be paid to the employer for every extra apprentice recruited above the company's normal recruitment pattern and who follows an integrated training programme. This scheme is subject to a limit of 2,500 awards. For additional apprentices recruited and trained on the job with day-release, £500 will be awarded subject to a limit of 1,500 awards.

Cancellation of individual employer's " norms " will be similar to the system used in the July 1975 scheme.

Employers who recruited apprentices under the Board's 1975 schemes (£560 for integrated training and £700 for on the job training) may claim a special retention grant and £400 for each such apprentice in the coming year.

In all cases the Board's normal grant arrangements apply in addition to the special grant.

Retention grant entitlement will be notified to eligible employers and no application is necessary.
