Which of the following most accurately describes the problem?

DESPITE having a bad deal from the EEC on the latest drivers' hours proposals there are still grounds for looking on the bright side, says Freight Transport Association directorgeneral Mr Hugh Featherstone.

He told a meeting of FTA divisions from Lincolnshire, East Midlands, Nottingham and Derby that at least the Commission was prepared to move towards change.
