if I had driven psv during the past 12 months, and had I not done so, I understand that my application for renewal could have been refused. A colleague of mine was not asked that question. So why is there a difference in procedure for different individuals?
Your colleague probably holds his licence from the Commissioner of Police, Public Carriage Office in London, while your licence is undoubtedly issued by one of the area Traffic Commissioners. The Traffic Commissioners insist on an applicant for a psv driving licence renewal providing proof that he has driven psv during the past 12 months to ensure that these licences are not held by people who no longer drive psv but wish to preserve the licence.
