Which of the following most accurately describes the problem?

MOST members of the Association of Public Passenger Transport have now joined the Confederation of British Road Passenger Transport (CPT).

The APPT itself was wound up at the agm of the officers' section in Leicester last week. But the APPT secretariat is virtually intact and will now be solely concerned with municipal wages and conditions of service as the Federation of Public Passenger Transport Employers.

According to the CPT all the major municipal fleets have joined and only a few small fleets—some 10 per cent of the membership — have indicated they will not do so at present.
