Which of the following most accurately describes the problem?

TWO YORKSHIRE lorry drivers who were called before the Yorkshire Licensing Authority, Maj-Gen V. H. J. Carpenter, for consideration of the revocation or suspension of their hgv driving licences escaped without penalty at Leeds last week.

Mr Edwin Freeman of Newlands Drive, Morley, said he had appealed against the disqualification of his ordinary driving licence which had been imposed under the topping-up procedure following a conviction for speeding. His ordinary driving licence had been returned to him pending the outcome of the appeal.

The conviction had arisen after he had driven his lorry along a section of dual carriageway between two motorways at 50 to 55mph. There had been no indication of any speed limit.

Major-General Carpenter said he did not propose to take any action until the result of the appeal was known, In the second case, Mr Wayne Norman Lay of Parker Street, East Ardsley, Wakefield, was given a warning about his conduct following a number of convictions.

In December 1974 he had been convicted of driving in a dangerous manner. This was followed by a conviction for driving without due care and attention and two convictions for speeding.

Warning that any further conviction would almost certainly result in serious action
