Which of the following most accurately describes the problem?

• Details of the new Anglo-French "co-operation" quota system, announced last December, have now been worked out. The system, which is in addition to the normal quota, allows any British goods vehicle operator who is able to provide return loads for French operators to obtain additional permits for journeys to or through France on a "one load, one permit" basis.

This system has existed between France and the Netherlands for a number of years. The Anglo-French "co-operation" quota for 1971 was fixed at 2000 journeys last December.
