Which of the following most accurately describes the problem?

RESULTS of appeals by Great Yarmouth Corporation, Eastern Counties Omnibus Co., Ltd., and George Ewer and Co., Ltd., against. the decisions of the Eastern Traffic Commissioners, "regarding the use by the Eastern Counties concern of the new bus station at Yarmouth, have been announced by the Minister of Transport.

Consequent upon the Commissioners' decisions, the re-routeing of the services through the borough was necessary. The majority of the appeals was concerned with the routes and terminal points to be used for certain of the' Eastern Counties services. The appeals dealing with these points were dismissed.

The Eastern Counties concern also appealed against the condition that the company should pay the corporation 1d. per passenger picked up or set down between the top of Regent Road, Yarmouth, and the new bus station, on services that terminate at Britannia Pier, during the summer.

The Minister observes that the only power which• the Commissioners possess to attach conditions is that given by Section 72 of the 1930 Act. He is of the opinion that the condition in. question is ultra vires. Such an arrangement might, he adds, be entered into voluntarily.

The Minister requires the Commissioners to re-hear the applications for the particular licences on which this condition has been imposed.
