Which of the following most accurately describes the problem?

• Consideration of disciplinary action against Killay, Swanseabased Arthur & Morgan, has been adjourned until 19 September by South Wales Licensing Authority John Mervyn Pugh.

And the firm's bid to change its operating centre and increase the authorisation on its licence from five vehicles and six trailers to seven vehicles and 12 trailers is opposed by I.liw Valley District Council and 15 residents, Questioned about a conviction involving the use of a vehicle at Wimbledon which was not properly taxed, partner Alun Morgan claimed the conviction had been quashed. The offence arose when the vehicle was taxed at the private light goods rate. The licence disc was removed by the police and he relicensed the vehicle at the full HGV rate. They had still not paid the money, and nobody had asked for it, said Mr Morgan.

After inquiries of the Swansea magistrates and the DVLA had proved fruitless, Mervyn Pugh adjourned the proceedings. He said that on the next occasion, Mr Morgan would need evidence to back up his claims that the conviction had been quashed and that the back duty had been paid, including a sworn affidavit. He warned that if the affidavit was later found to be incorrect, Mr Morgan would be laying himself open to a charge of perjury.

The LA pointed out that the firm needed to look carefully at its planned maintenance, and on the next occasion he would like to see fresh annual test certificates for all the vehicles and trailers.
