Which of the following most accurately describes the problem?

• The Department of Trans. port will collect registration di tails of all vehicles involved in injury accidents from 1 Januar next year in an effort to reduc the death toll on British roads says Roads and Traffic Minister Peter Bottomley.

"Knowing the registration mark will give us important new facts about vehicles involved in accidents. We shall be able to identify the main characteristics of vehicles; for instance, age, engine size and seating capacity," says Botton ley. "We shall be able to see whether there are direct links between vehicle size or engin size and accidents, and the severity of resultant casualties We shall thus be better equipped to cut casualties."

The Department plans to use the new data base to advise manufacturers on safe: features, to help draw up new safety standards and to give consumers information on the records of particular vehicles.
