Car users may now accept tyment from passengers for ts, provided that advertising ' arrangements is confined to )tice boards in workplaces id social clubs.
Social car schemes may be .rmitted with county council id traffic commissioners' consent, but only where they are ,satisifed that the scheme meets social rather than commercial needs.
Drivers who are delayed unavoidably or by unforeseen occurrences are given a statutory defence under EEC drivers' hours regulations which removes their liability for conviction. This is in line with domestic hours regulations.
Other powers include licensing arrangements for local authorities and private car parks, improvements to Section 8 rail freight grants, a national policy for inland waterways, and powers for local authorities to make more parking space available for bicycles.
