WHEN the police flagged down Yugoslavia-bound Neil Carmichael, Labour MP for Woodside, on the motorway at Biggleswade, the other day, he no doubt felt like we all feel on such occasions. Faulty driving? Speeding? Trouble over a traffic infringement of some kind must surely have leaped to his mind. But the answer to his questions soon came.

Mr. You-Know-Who had been thinking deeply about Mr. Carmichael's sterling qualities and wanted him to ring Downing Street without a second's delay. Thanks to police efficiency he did —and emerged from the 'phone box appropriately as the new Parliamentary Secretary at the Ministry of Transport.

And went on his holiday way to Yugoslavia no doubt a happier, richer and—in view of the circumstances—immensely relieved motorist....
