Which of the following most accurately describes the problem?

THE BRITISH TRAILER CO. LTD. is now plating its Four-in-Line oscillating-axle semitrailers, following consultations with MoT and Lyre manufacturers.

When 10.00 by 20 16-ply tyres are fitted, plated maximum load for the Four-in-Line bogie is 12 tons and plated gross weight of the complete trailer is 21+ tons—both allowing ample margin for operating within present and future legal gross weights.

The safe weight of BTC Four-in-Line trailers is some way above the maximum weights now allowed (the maximum legal weight on a Fourin-Line bogie is 11 tons). A plated weight above the legal limitations reduces risk of an operator being guilty of two offences instead of one if charged with overloading.
