Which of the following most accurately describes the problem?

SECRETARY of the National Union of Mineworkers at Wolton colliery, Yorkshire, Mr. J. Baker last week supported a Blicence application by a coal merchant at a Leeds public inquiry. Mr. K. Bacon, of Crofton, was seeking to deliver concessionary coal for miners and ex-miners.

Mr. Baker said that NCB tippers delivered the coal in bulk and to save old age pensioners shovelling it from the road or yard his union supported Mr. Bacon's scheme to deliver bagged coal. Mr. Bacon would provide the bags and handle the bagging himself.

As the vehicle was employed only half its time on the coal merchant's business, Mr. J. A. T. Hanlon granted the licence for home coal deliveries from Wolton colliery within eight miles of Crofton.
