IMPOSING a six-month suspension on 15 of 70 vehicles operated by Whitchurch dairymen T. H. Goodwin and Sons Ltd., the West Midland LA, Mr. Else, said on Monday that a dog might be allowed one bite, but he could not be allowed to go round biting the community wholesale.
Goodwin had been called to a Section 178 inquiry after receiving 26 prohibitions on 34 vehicles examined between May and July. At a similar inquiry in September 1965 the company had had 10 vehicles suspended after the imposition of 45 GV9s in 14 months.
Lack of any visible improvement since the advice given at the time of the previous inquiry showed an attitude of mind that was to be deplored, said Mr. Else.
Mr. T. H. Goodwin, managing director, said 16 vehicles had been scrapped and 13 new ones bought since the last inquiry. The company had been refused planning permission for workshop improvements, including a pit_ THREE OTHER OPERATORS at Monday's inquiry said they had now started using the TRTXs "avoid GV9s" forms to ensure proper preventive maintenance.
J. W. Fellows Ltd., Erdington haulier, had received one immediate and 11 delayed prohibitions when 12 vehicles were examined in June. Penalty: one vehicle suspended for 14 days, after Mr. Else had heard of the company's maintenance actions.
Also suffering a 14-day one-vehicle suspension; Walter Glover Ltd., Birmingham, one of whose drivers had taken his vehicle to a police station and refused to drive it further; the vehicle was examined and given an immediate GV9, but had since been scrapped.
Connolly Bros., Sparkhill, received a warning—after one of its 20 C-licensed vehicles had been given a prohibition and the vehicle sent out to replace it had proved in worse condition and been given an immediate GV9.
