Which of the following most accurately describes the problem?

Of late north country licensing authorities have steadily become more insistent upon the vrovision of better and safer vehicles for public transport duties and a significant move to this end has just been made by the Hartlepool Corporation. This authority had before it an application from the United Automobile Services, Ltd., to operate buses in the district, and granted the licences subject to the company abiding by a number of conditions, the most interesting of which is a clause that only buses equipped with pneumatic tyres will be run.

As a matter of fact, this enterprising undertaking has already practically completed the substitution of solids by pneumatics on all buses run in the area, so that no difficulty will be experienced in meeting the corporation's requirements.

The corporation also lays down that the buses will not carry purely local traffic, nor enter into competition with the municipal trolley-buses for which powers are now being sought.
