Which of the following most accurately describes the problem?

That it is not always so is now the opinion of the Minister of Transport, for the question as to whether emergency doors must or need not be fitted was recently discussed by the Dundee magistrates, who agreed to ask the Minister's opinion, and the reply received a few days ago was that it is unnecessary for buses with the petrol tank at the front and entrance at the rear to be provided with emergency doors.
