Certain of the South Wales local authorities have passed resolutions strongly protesting against any deviation froin the past and present policy of allocation of all proceeds from licence issues to mechanical vehicles to a fund for road maintenance and improvement subsidization.

It will be recalled that Mr. Churchill hinted that the present surplus fund of

£20,000,000 from the annual payments to the Road Fund might be used in the manner applied to ordinary taxation proceeds and that in future only a percentage of proceeds from licence issue ' should be given for road purposes. The South Wales District Councils Association proposes to pass a resolution protesting against the threat embodied in Mr. Churchill's hint and to convey thus to the Government the united opposition of local authorities to any such change as was foreshadowed. The resolution calls for an increase in the percentage of grant for upkeep of first and second-class roads and the disposal of the surplus now in band and any future annual surplus to new and improved road construction.
